About Neem

Nationality Employability Enhancement Mission, also known as NEEM or NEEM Scheme is a path-breaking initiative taken by the government of India in collaboration with AICTE. It is one of its kind skill development program which would have the greatest positive impact on providing meaningful employment to the idle Indian Youth and would also be instrumental in providing the industry with the skills that they require.

NEEM Scheme is a program which is modeled along the apprenticeship or on the job training system. This scheme provides priority to underprivileged youth of the society and women. If we go by the policy rules of the scheme we would know that it is quite flexible in providing OJT opportunities to the target audience.

NEEM Scheme is also unique in a sense that it does not complicate the labor hiring process for the Industries. An intermediary called NEEM Agent is responsible for taking care of all HR formalities on behalf of the Industry.

In no way, any industry hiring NEEM Trainee is obligated to offer full-time employment to the trainee, and an offer of apprenticeship is not an offer for employment. However, it’s on the discretion of the hiring Industry If they feel like they can hire the trainee full time. However, this is not an OBLIGATION for the organization conducting the program. Till now many Industries have been benefited by adopting this scheme in their trainee and skills development mix.

We as a responsible agency would urge more and more Industries to come forward and reap big benefits by imbibing and implementing NEEM Scheme.

Period of Training

  • NEEM training shall be for a minimum of 3 months and a maximum of 36 months and the trainings must be NSQF compliant.

Eligibility Of A Trainee Under Neem

  • A person seeking training under NEEM shall be at least 16 years of age and not more than 40 years of age as on the date of registration.
  • A person seeking training under NEEM may either be pursuing his or her Post Graduation/Graduation/ Diploma in any technical or non-technical stream or may have discontinued studies after Class 10th.
  • Satisfies standards of Physical Fitness as prescribed by NEEM Facilitator.

Norms of Contract for Imparting Training Under Neem

  • A contract shall be signed between CLR Skills Training Foundation and the NEEM Trainee to capture all terms & conditions which would govern the relationship.
  • The NEEM training shall be deemed to have started from the date of joining of the NEEM
  • Any remuneration/stipend paid to a trainee is a consolidated amount not subject to any other deduction of payment as applicable in a regular employment.

Practical And Basic Trainign Of Neem Trainees

  • Each NEEM trainee shall be provided comprehensive training in the trade by deployment in the premises of an employer/company/industry or in field operations depending on the trade selected.
  • On the job training may be complemented by access to the cloud, satellite or such other facilities that CLR Skills Training Foundation deems as appropriate for the training.
  • NEEM trainees who undergo training in the NEEM project would be required to undergo related instruction and course curriculum devised under NSQF or as approved by National Skill Qualifications Committee (NSQC).
